Axe-beheading, looks vaguely like 19th century parody/cartoon style. What is it showing (as in, historical event)?
The image depicts a satirical cartoon, "Crimen Nacional" ("National Crime"), published in the Spanish weekly Don Quijote on March 24, 1899 (Year VIII, No. 12).
Description and Allegory: Central Plot: Allegorical female figures, symbolizing fundamental values and concepts, are subjected to destruction by Spanish politicians and clergy. Figures: A reclining figure with a ribbon reading "Libertad" (Liberty) is defeated and beheaded.
The figure in the center, with the inscription "Moralidad" (Morality), is half-naked, being desecrated or executed.
The figure on the right, labeled "Patria" (Homeland), has his hands bound and is held by a priest. Characters: Political figures and religious leaders of late 19th-century Spain (including figures disguised as monks and priests, such as Antonio Canovas del Castillo or Pi y Margall) are allegorically depicted as executioners and clerics destroying liberties against a backdrop of an indifferent or clerically supportive populace.

A parody of Antonio Gisbert's painting "The Execution of the Comuneros of Castile," directed against the policies of the conservative government established after the colonial catastrophe of 1898, by Eduardo Sojo, "Democritus." Francisco Silvela, the Prime Minister, accompanied by his ministers (from left to right: Camilo Polavieja (military), Raimundo Fernández Villaverde (finance), Alejandro Pidal (public), and Manuel Durán y Baz (justice), displays the severed head of Liberty to a crowd of clergy, while General Martínez Campos (former captain general of Cuba and president of the Senate) awaits the imminent execution of morality and the nation.
